The procedure is handled through Germany's official consular services.
You need to:
obtain an invitation or admission to a German educational institution
confirm that you have sufficient funds
prepare documents confirming the purpose of your study
Submission is made through:

or through the German consulate (depending on the region and appointment)
After submission, the documents are forwarded to the German consulate for review.

Booking an appointment can take several weeks or months, so it is recommended that you apply in advance.
